1.4 Committee Member Site Inspection Tours and Fact-finding Meetings
The DCISC Members and Consultants visit DCPP regularly to conduct Fact-finding meetings and tour areas of the plant to review operational activities and inspect systems, equipment or structures which the Committee has under review or has interest. A record of these Fact-finding meetings is contained in Volume II, Exhibits D.1 – D.9, and plant tours and inspections are listed in Exhibit E.
1.4.1 Inspections and Fact-finding Meetings by William F. Conway
Member William Conway made three visits to the DCPP site during the reporting period. This visit is summarized as follows (detailed trip reports for these visits can be found in Volume II of this report as indicated below):
- September 6-7, 2006
- to DCPP with Consultants Sheinberg and Wardell for a Fact-finding meeting to review the 12kV System, transmission grid reliability, reactivity management, INPO-type mid-cycle assessment, boric acid corrosion control, 4kV system cable degradation, long-standing equipment problems, safety culture and safety conscious work environment, equipment qualification program, corrective action program, audit of software quality assurance program, vendor manual program, and Unit 2 reactor vessel instrument line rupture.
- November 28-29, 2006
- to DCPP with Consultant Booker for a Fact-finding meeting to review the management observation program; red and yellow system health reports; status of STARS; NSOC maintenance, QV, operations, and engineering subcommittee reports; and the plant performance improvement report.
- March 21-22, 2007
- to DCPP with Consultants Briant and Wardell to review safety culture and safety conscious work environment, organizational effectiveness, employee engagement, operability of gagged valves, CFCU anti-rotation, human performance, mispositioning errors, emergency evacuation plan, transformation update, component cooling water system, leadership coaching, NRC resident inspector issues, and technical and INPO-accredited training.
1.4.2 Inspections and Fact-finding Meetings by Dr. A. David Rossin
DCISC Chair A. David Rossin made three visits to the DCPP site during the reporting period. These visits are summarized as follows (detailed trip reports for these visits can be found in Volume II of this report as indicated below).
- August 2-3, 2006
- to DCPP with Consultant Booker to review first and second quarter QPARs, outage safety plan, ALARA, self-assessment program, engineering workload management, employee concerns and differing professional opinion programs, red and yellow system health reports, intake structure concrete work, and NEXIS status.
- January 17-18, 2007
- to DCPP with Consultant Booker to review root cause analysis program, reactor vessel surveillance program, margin management, performance improvement organization, management review meeting, supervisor effectiveness and training, ISFSI, INPO interface, new performance management program, and CARB.
- April 18-19, 2007
- to DCPP with Consultant Booker to review foreign material exclusion, plant winter storm response, first quarter QPAR and QV audits, configuration management program, plant license extension, 2007 DCPP business plan, all hands meeting, Alloy 600 issue, 1R14 outage safety plan, and spent fuel pool.
1.4.3 Inspections and Fact-finding Meetings by Dr. Per F. Peterson
DCISC Vice-Chairman Dr. Per F. Peterson made three visits to the DCPP site during the reporting period. These visits are summarized as follows (detailed trip reports for these visits can be found in Volume II of this report as indicated below).
- October 25-26, 2006
- to DCPP with Consultant Wardell to review an emergency plan exercise, BEACON program, outage risk analyzer, security, emergency preparedness, new control rod worth test, and ISFSI.
- December 14-15, 2006
- to DCPP with Consultant Wardell to review auxiliary feedwater system, plant health committee meeting, security event emergency classification and activation, DCPP responses to NRC security orders, and NSOC meeting.
- May 30-31, 2007
- to DCPP with Consultant Wardell to review fire protection system, NRC security issues, security, operational decision making, INPO evaluation results, flow accelerated corrosion program, readiness for restart following outages, outage 1R14 results, and main feedwater control system.
1.4.6 Tours of DCPP by DCISC Members and Members of the Public During the Period July 1, 2006 – June 30, 2007
The DCISC has historically performed a public tour of Diablo Canyon Power Plant each year with members of the public in conjunction with its January/February Public Meeting (except for two years following the terrorist activities of September 11, 2001 because of tightened security at nuclear power plants, including DCPP). With its June 2004 public meeting, the Committee resumed conducting tours of DCPP with members of the public, offering a tour in conjunction with each of its public meetings since that time, unless precluded by security concerns. The tours are noticed in advance in the local newspapers, and members of the public sign up in advance. During the tours members of the public and the Committee Members and Consultants hold individual discussions concerning the DCISC, Diablo Canyon and nuclear power. The tours have proven to be very popular with the local residents and are considered by the DCISC as an important aspect of its public outreach activities. Public tours were conducted at the October 19, 2006, January 31, 2007, and June 13, 2007 Public Meetings, with the three DCISC Members, three DCISC Consultants. Each of the tours was filled to capacity (based on the number of seats available on the buses) with 50, 44 and 32 members of the public attending each of the tours, respectively. These tours are described in Volume II, Exhibit G.4. While strong public interest remains, the DCISC will continue to host public tours at each of its public meetings.
