Notice of DCISC October 19, 2006 Plant Tour and Public Meeting

Notice Is Hereby Given that on October 19, 2006, at 8:00 A.M., the members of the Diablo Canyon Independent Safety Committee (“DCISC”) will conduct an inspection tour of the Diablo Canyon Power Plant (“DCPP”). This tour, which will take approximately three hours, will be open to the public on a limited basis. Because the plant is an operating nuclear power plant the number of participants was limited and space was assigned on the basis of prior reservation taken on a first-come, first-served basis, with priority given to those persons who were not accommodated on previous DCISC inspection tours. Prior clearance of all public attendees was required in compliance with rules of the U.S. Nuclear Regulatory Commission (“NRC”).

In the alternative, if security considerations preclude the public tour on October 19th, the DCISC will convene an informal question and answer session at the Pacific Gas & Electric Company (“PG&E”) Community Center, 6588 Ontario Road, San Luis Obispo.

Notice is hereby further given that on October 18-19, 2006, at the Embassy Suites Hotel conference facility, 333 Madonna Road, San Luis Obispo, California, a public meeting will be held by the DCISC in four separate sessions, at the times indicated, to consider the following matters:

1. Morning Session - (10/18/2006) - 8:30 A.M.
Opening comments and remarks; receive public comments and communications to the Committee; approve minutes of June 20-21, 2006, public meeting; discussion of administrative matters, including review and approval of the DCISC 16th Annual Report on the Safety of Diablo Canyon Nuclear Power Plant Operations for the period July 1, 2005 - June 30, 2006; update on financial matters and activities; review of the Open Items List; reports by Committee members, consultants and legal counsel; receive, approve and authorize transmittal of Fact-finding reports to PG&E; and review of Committee correspondence and documents received.
2. Afternoon Session - (10/18/2006) - 1:30 P.M.
Comments by Committee members; receive public comments and communications to the Committee; receive informational presentations requested by the Committee from PG&E on topics relating to plant safety and operations, including a presentation on the Mid-Cycle Review and subsequent efforts; an overview of the Maintenance Department including organization and staffing, performance trends, workload and backlog, rework and current issues; review on the fourteenth refueling outages for both DCPP units (1R14 and 2R14); and a report on the inspection of the Intake Structure during 1R13 and 2R13, including repair plans.
3. Evening Session - (10/18/2006) - 5:30 P.M.
Committee member comments; receive public comments and communications to the Committee; consideration of further informational presentations from PG&E on topics relating to DCPP safety and operations, including recent NRC Notices of Violation, Licensee Event Reports, Non-cited Violation trends, and NRC performance indicators; an update on Security improvements; review of the remaining schedule for the Independent Spent Fuel Storage Installation ("ISFSI") and temporary spent fuel storage racks; Plant events, operational status and performance indicators; review of the recent activities of PG&E’s Nuclear Safety Oversight and President’s Nuclear Advisory Committees; report on Strategic Plans and Transformation; and an update on the new steam generators.

4. Afternoon Session - (10/19/2006) - 1:30 P.M.
Comments by Committee members; receive public comments and communications to the Committee; consider further informational presentations from PG&E on topics relating to plant safety and operations, including Quality Verification report on the Second Quarter 2006 Quality Performance Assessment Report (QPAR) and discussion of trends over the past year, and comparison of the QPAR with the Mid-Cycle Review; status of NRC containment sump issues; status of long-standing issues with systems and equipment; wrap-up discussion by Committee members, and the scheduling of future site visits, study sessions and meetings.
