Notice of DCISC June 13, 2007 Plant Tour and Public Meeting

Notice Is Hereby Given that on June 13, 2007, at 8:00 A.M., the members of the Diablo Canyon Independent Safety Committee (“DCISC”) will conduct an inspection tour of the Diablo Canyon Power Plant (“DCPP”). This tour, which will take approximately three hours, is open to the public on a limited basis. Because the plant is an operating nuclear power plant the number of participants was limited and space was assigned on the basis of prior reservation taken on a first-come, first-served basis, with priority given to those persons who were not accommodated on recent DCISC inspection tours. Prior clearance of all public attendees is required in compliance with rules of the U.S. Nuclear Regulatory Commission (“NRC”).

Following the tour, or in the alternative if security considerations preclude the public tour on June 13th, the DCISC will convene an informal question and answer session at the Pacific Gas & Electric Company (“PG&E”) Community Center, 6588 Ontario Road, San Luis Obispo.

Notice is hereby further given that on June 13, 2007, at the Embassy Suites conference facility, 333 Madonna Road, San Luis Obispo, California, a public meeting will be held by the DCISC in four separate sessions, at the times indicated, to consider the following matters:

1. Afternoon Session - (06/13/2007) - 1:30 P.M.
Opening comments and remarks; receive public comments and communications to the Committee; approve minutes of January 31-February 1, 2007, public meeting; discussion of administrative matters, including review of PG&E’s supplemented Response to Recommendation R06-2 from the DCISC 16th Annual Report on the Safety of Diablo Canyon Nuclear Power Plant Operations for the period July 1, 2005 - June 30, 2006; update on financial matters and activities during 2007; review of the Open Items List; nomination and election of a Chair and Vice-Chair for a term July 1, 2007 - June 30, 2008; reports by Committee members, consultants and legal counsel; receive, approve and authorize transmittal of Fact-finding reports to PG&E; and review of Committee correspondence and documents received.
2. Evening Session - (06/13/2007) - 5:30 P.M.
Committee member comments; receive public comments and communications to the Committee; receive informational presentations requested by the Committee from PG&E on topics relating to plant safety and operations, including the status of the steam generator replacement scheduled during the fourteenth refueling outage for Unit-2 (2R14); an update on security changes since the January 2007 DCISC public meeting; review of the status of legal activities in connection the Independent Spent Fuel Storage Installation (ISFSI) and plans for installation of temporary racks within the existing spent fuel pools; Plant events, operational status and performance indicators; recent NRC Notices of Violation, Licensee Event Reports, Non-cited Violations and NRC performance indicators; and review of the recent activities of PG&E’s Nuclear Safety Oversight and President’s Nuclear Advisory Committees.
3. Morning Session - (06/14/2007) - 8:30 A.M.
Comments by Committee members; receive public comments and communications to the Committee; receive informational presentations requested by the Committee from PG&E on topics relating to plant safety and operations, including an overview of the Operations Department, including the chemistry and radiation protection organizations; results of the fourteenth refueling outage of Unit-1 (1R14) including the “As Low As Reasonably Achievable” (ALARA) radiation exposure reduction program; Unit-1 & Unit-2 fuel performance including review of fuel leakage issues; results of the 2007 Institute of Nuclear Power Operations (INPO) Evaluation, DCPP’s response and activities planned during 2007 for INPO accreditation of the DCPP Training Program.

4. Afternoon Session - (06/14/2007) - 1:30 P.M.
Comments by Committee members; receive public comments and communications to the Committee; consider further informational presentations from PG&E on topics relating to plant safety and operations, including a review of the history and status of mis positioning issues and the nonconformance report and corrective actions taken by PG&E in response; a report on improvements in the Foreign Material Exclusion (FME) Program and FME results during 1R14; wrap-up discussion by Committee members, and the scheduling of future site visits, study sessions and meetings.
