NOTICE OF PUBLIC MEETING
NOTICE IS HEREBY GIVEN that on October 20-21, 2026, at the Avila Beach House Point San Luis Conference Room/Seaborn Ballroom located at First & San Francisco Streets, Avila Beach, California, a public meeting will be held by the Diablo Canyon Independent Safety Committee (DCISC) in five sessions, at the times indicated, to consider the following matters.
You may also participate in the DCISC's public meeting in person or in real-time by accessing the Zoom webinar meeting via the weblink and the webinar ID given below or by calling any of the phone numbers provided below. Instructions on how to access, view and participate in remote meetings are also provided by visiting the DCISC's home page at https://www.dcisc.org. Attendees can make oral comments or ask questions of the Committee Members during the webinar meeting by using the "Raise Your Hand" feature or by pressing *9 on your telephone keypad if joining by telephone only. If you are unable to participate in real-time, you may email to dcsafety@dcisc.org with the subject line "Public Comment Item#___" (insert the item number relevant to your comment) or "Public Comment – Non-Agenda Item." Comments will be reviewed and distributed before the meeting if received by Noon on Monday, October 19, 2026. Comments received after that will be addressed during the item and/or at the end of the meeting. All comments received will be read into and become part of the record, subject to a time limit determined by the presiding officer. Subject to the requirements to publish an agenda in advance, the Committee will have the option to modify its actions on items based on comments received.

1. Morning Session - (10/20/2026) - 8:30 a.m. Opening comments; receive public comments and communications to the Committee; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including the State of the Plant regarding organizational changes, past and future activities, power history, significant equipment issues, significant human performance issues, significant safety culture issues, and other station activities and industry awards since the DCISC's June 2026 public meeting; the status of NRC Performance Indicators, Licensee Event Reports, NRC Inspection Reports and Notices of Violation, open issues raised by NRC resident inspectors, status of cross-cutting issues matrix, current and future license amendment requests, effects of recent NRC inspection program changes on the number and composition of inspections at Diablo Canyon Power Plant (DCPP), update on the Emergency Preparedness Department and results of September 2026 emergency preparedness evaluated exercise and review of exercise objectives and results; Committee business, discussion of future meeting dates, technical consultant contracts and assignments and documents provided to the Committee, and a closed session for personnel matters (Government Code Section 11126).
2. Afternoon Session - (10/20/2026) - 1:15 p.m. Committee member comments; receive public comments and communications to the Committee; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including the purpose, organization, and status of probabilistic risk assessment programs; and reports by Committee Technical Consultants on and approval of fact finding visit to DCPP conducted on July 6-7 and July 28-29, 2026.
3. Evening Session - (10/20/2026) - 5:00 p.m. Committee member comments; introductory comments; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including the results of PG&E's analysis of Capsule B from the Unit 1 Reactor Vessel Surveillance Program; presentation by Committee Consultant Dr. Mark Kirk reporting on his evaluation of PG&E's results of analysis of Capsule B, and by DCISC Member Dr. Raluca Scarlat reporting on her evaluation of PG&E's results of the analysis of Capsule B; and receive public comments to the Committee.
4. Morning Session - (10/21/2026) - 8:30 a.m. Committee member comments; receive public comments and communications to the Committee; Committee consideration of performing additional reviews of Unit 1 reactor pressure vessel Surveillance Test Program results; receive informational presentations requested by the Committee of PG&E related to plant safety and operations, including on the results of aging management inspections conducted at the Independent Spent Fuel Storage Facility (including multi-purpose canisters) in summer 2026; report by Committee Technical Consultant on and approval of fact finding visit to DCPP conducted on June 29, August 18-19 and September 1-2, 2026.
5. Afternoon Session - (10/21/2026) - 1:30 p.m. Committee member comments; receive public comments and communications to the Committee; Committee discussion including review and acceptance of Minutes of June 16 - 17, 2026, public meeting, review of the Open Items List and status of Recommendations, report on the October 15, 2026 meeting of the Independent Peer Review Panel (IPRP) addressing PG&E's reply to the IPRP Response to PG&E's 2024 Updated Seismic Assessment, brief remarks by San Luis Obispo County Supervisor and IPRP Member Dr. Bruce Gibson, regulatory, administrative, and financial matters, public outreach and engagement, interaction with governmental agencies, consider ratifying contracts and contracts amendments with Committee Consultants, and other Committee discussion, approval of the DCISC 36th Annual Report on Safety of Diablo Canyon Nuclear Power Plant Operations, July 1, 2025 – June 30, 2026, and recognition of 30+ years of service - DCISC Technical Consultant Mr. R. Ferman Wardell, P.E and DCISC Legal Counsel Robert R. Wellington, Esq.
